Sedangkan menurut FASB No.52, valuta asing dapat didefinisikan sebagai: Acurrency other than an entitys functional currency Pada dasarnya kedua pengertian di atas adalah sama, yang dapat disimpulkan bahwa valuta asing adalah pertukaran mata uang suatu negara terhadap negara lainnya. Perbandingan nilai antara mata uang suatu negara terhadap negara lain menimbulkan suatu nilai, yang disebut foreign exchange rate ( kurs valuta asing). Pengertian dari foreign exchange rate menurut Eng, Lees dan Mauer (1995:99) adalah, The price of foreign currency measured in do mestic money. Pengertian lain dari foreign exchange rate menurut Floyd A. Beam adalah, Foreign exchange rates are essentially prices for currencies expressed in units of other currencies. (Floyd A. Beam 2003:390) Dari pengertian di atas dapat disimpulkan bahwa kurs valuta asing adalah nilai pertukaran dari mata uang suatu negara terhadap negara lainnya. Dalam transaksi valuta asing terdapat beberapa bentuk transaksi yang sering terjadi. Floyd A. Beam berpendapat bahwa: There are three forms of foreign exchange trading: outright spot (delivery now), outright forward (delivery in the future), and swaps. (Floyd A. Beam 2000:490) Dari pernyataan tersebut dapat ditarik kesimpulan bahwa ada tiga bentuk utama transaksi, yaitu: a. Spot exchange, di mana transaksi terjadi dengan pelepasan pada value date, biasanya dua hari kerja setelah transaksi terjadi. B. Foreign exchange, transaksi yang terjadi dengan pelepasan pada saat tertentu di waktu yang akan datang. C. Swap, yang merupakan transaksi pembelian dan penjualan secara simultan (terus-menerus) pada tanggal jatuh tempo yang berbeda-beda. Pada setiap negara terdapat suatu sistem kurs valuta asing yang ditentukan oleh kebijakan yang dianut oleh pemerintah masing-masing negara tersebut. Menurut Floyd A. Beam. consider exchange rate behavior under three different kinds of exchange systems: floating, fixed, and controlled. (Floyd A. Beam 2003:390-391) Pendapat di atas menyatakan bahwa terdapat tiga sistem kurs valuta asing yang dipakai suatu negara, yaitu: a. Sistem kurs bebas, dalam sistem ini tidak ada campur tangan pemerintah untuk menstabilkan nilai kurs. Nilai tukar kurs ditentukan oleh permintaan dan penawaran terhadap valuta asing. B. Sistem kurs tetap, dalam sistem ini pemerintah atau bank sentral negara yang bersangkutan turut campur secara aktif dalam pasar valuta asing dengan membeli atau menjual valuta asing jika nilainya menyimpang dari standar yang telah ditentukan. C. Sistem kurs terkontrolterkendali, dalam sistem ini pemerintah atau bank sentral negara yang bersangkutan mempunyai kekuasaan eksklusif dalam menentukan alokasi dari penggunaan valuta asing yang tersedia. Warga negara tidak bebas untuk campur tangan dalam transaksi valuta asing. Capital inflows dan ekspor barang-barang menyebabkan tersedianya valuta asing. Transaksi Dalam Valuta Asing Menurut SAK (1999:10.2), suatu transaksi dalam mata uang asing adalah: Suatu transaksi yang didenominasi atau membutuhkan penyelesaian dalam suatu mata uang asing. Sedangkan menurut Frederick, foreign currency transactions (transaksi mata uang asing) yaitu: Transactions whose terms are stated in a currency other than the entitys functional currency.( Frederick 2002:210) Jadi, transaksi dalam mata uang asing merupakan transaksi yang terjadi dalam mata uang yang berbeda, dan memerlukan penyelesaian juga dalam mata uang yang berbeda pula. Standar Akuntansi Keuangan menggolongkan transaksi yang termasuk dalam transaksi mata uang asing. Menurut Standar Akuntansi Keuangan: Transaksi mata uang asing termasuk transaksi yang timbul ketika suatu badan usaha: a. Membeli atau menjual barang atau jasa yang harganya didenominasikan dalam suatu mata uang asing. B. Meminjam (utang) atau meminjamkan (piutang) dana yang didenominasi dalam suatu mata uang asing. C. Menjadi suatu pihak untuk suatu perjanjian dalam valuta asing yang belum terlaksana, atau d. Memperoleh atau melepas aktiva, menimbulkan atau melunasi kewajiban, yang didenominasi dalam suatu mata uang asing. (Standar Akuntansi Keuangan 1999:10.2) Jenis Perubahan Nilai Kurs Valuta Asing Perubahan nilai kurs valuta asing umumnya berupa: 1. Apresiasi atau depresiasi Naik atau turunnya nilai mata uang suatu negara terhadap mata uang asing yang sepenuhnya tergantung pada kekuatan pasar (permintaan dan penawaran valuta asing) baik dalam negeri maupun luar negeri. 2. Devaluasi atau revaluasi Naik atau turunnya nilai mata uang suatu negara terhadap mata uang asing dipengaruhi oleh kebijakan pemerintah. Turunnya nilai mata uang suatu negara terhadap mata uang asing yang terjadi harian (depresiasi) sebenarnya mempunyai pengertian sebagaimana devaluasi, tetapi karena perubahan tersebut sangat kecil, maka tidak dirasakan sebagai devaluasi. Yang dianggap sebagai devaluasi adalah penurunan nilai mata uang suatu negara terhadap mata uang asing yang dinyatakan secara resmi oleh pemerintah, dilakukan secara mendadak, dan ada perbedaan selisih kurs yang besar antara sebelum dan sesudah devaluasi. Hal ini berlaku juga untuk apresiasi dan revaluasi. Dasar Pemakaian Kurs Dalam Penjabaran Transaksi Valuta Asing Pengertian selisih kurs menurut Standar Akuntansi Keuangan (1999:10.1) adalah: Selisih yang dihasilkan dari pelaporan jumlah unit mata uang asing yang sama dalam mata uang pelaporan pada kurs yang berbeda. Jadi, selisih kurs yang terjadi akibat transaksi valuta asing (foreign exchange contract) harus dilaporkan dalam nilai mata uang rupiah. Pengakuan selisih kurs menurut Standar Akuntansi Keuangan ditentukan sebagai berikut: apabila terdapat perubahan kurs antara tanggal transaksi dan tanggal penyelesaian (settlement date) pos moneter yang timbul dari transaksi dalam mata uang asing. Bila timbulnya dan penyelesaian suatu transaksi berada dalam periode akuntansi yang sama, maka selisih kurs diakui pada periode tersebut. Namun, jika timbulnya dan diselesaikannya suatu transaksi berada dalam beberapa periode akuntansi, maka selisih kurs harus diakui untuk setiap periode akuntansi dengan memperhitungkan perubahan kurs untuk masing-masing periode. (Standar Akuntansi Keuangan 1999:10.3) Dari penjelasan di atas dapat disimpulkan bahwa penyelesaian dalam suatu transaksi mata uang asing harus dilakukan dalam periode akuntansi yang bersangkutan dan juga harus memperhitungkan adanya selisih kurs yang terjadi dari transaksi tersebut. Transaksi valuta asing dibukukan berdasarkan kurs pada tanggal transaksi dan pada tanggal neraca, sal do aktiva dan kewajiban dalam valuta asing harus dijabarkan dengan kurs pada tanggal neraca, dan selisih kurs yang timbul ditampung dalam perhitungan laba rugi periode usaha yang bersangkutan.
